If you stick to Adobe's 'standard' 14 fonts, you probably don't need to
embed them.

I think so; but make sure that Arial is not the name of a font: it must
be called Helvetica to be recognised (I think most software that uses it
as a default does this anyway).

I have shipped PDFs containing any of the default "35" for years and
no-one has ever said they couldn't read or print it.

If creating smaller PDF files is your goal, give PDF-XChange a try; creates
smaller files.

If you use Times-Roman and Helvetica, any standard-adhering PDF
consumer *must* be able to read the file and render it appropriately.
This is mandated by the standard.
Arial, however, is NOT one of the standard 14. It is often used to
substitute for Helvetica, but if your PDF actually references Arial
and does not embed it, some (dumb) consumer somewhere may not know it
is a close substitute for Helvetica. If not embedding, always use the
name Helvetica, not Arial.
